Empowering South Africa’s Green Future: AfDB Greenlights R8.4 billion for Just Energy Transition 

A landmark decision by the African Development Bank (AfDB) on July 1, 2025, saw a $474.6 million (approximately R8.4 billion) loan approved for South Africa’s Infrastructure Governance and Green Growth Programme (IGGGP), marking a significant milestone in the nation’s shift toward a low-carbon economy. 

Designed as Phase 2 of the AfDB’s support for a “Just Energy Transition”, this initiative builds on the success of the bank’s prior $300 million Energy Governance and Climate Resilience Programme approved in 2023. The IGGGP is structured across three strategic pillars: reforming the energy sector to ensure a reliable power supply, advancing a just and equitable transition, and improving transport efficiency 

Driving Structural and Inclusive Reform 
Finance Minister Enoch Godongwana emphasised that these reforms are critical in countering persistent load-shedding and addressing transport inefficiencies that hinder economic growth.  The programme extends beyond energy reform, targeting green industrial development, job creation, and capacity building—especially in electric vehicle production and green hydrogen initiatives. 

Economic and Social Impact 
IMF analysis projects that South Africa’s energy transition could bolster GDP growth by 0.2 to 0.4 percentage points annually from 2025 to 2030. Furthermore, dedicated grant funding will support energy-efficiency measures and comprehensive rail sector reforms aimed at enhancing freight logistics—thus strengthening regional economic integration  

Environmental and social safeguards are built into the programme: women are expected to receive 70% of benefits from the expanded Social Employment Fund, and targeted youth training schemes will equip the next generation for opportunities in the green economy 

Global Cooperation in Action 
This AfDB loan is part of a larger, coordinated $2.78 billion financing effort that includes contributions from the World Bank ($1.5 billion), Germany’s KfW (€500 million), Japan’s JICA (up to $200 million), and an anticipated $150 million from the OPEC Fund. The initiative aligns with South Africa’s updated Paris Agreement targets and underscores its leadership role during its G20 presidency. 

A Blueprint for the Continent 
Kennedy Mbekeani, AfDB’s Director-General for Southern Africa, stated that the IGGGP serves as more than financial support—it’s a model for Africa’s energy future. South Africa’s experience in grid integration, renewable uptake, and equitable transition could serve as inspiration for fellow African nations pursuing sustainable development.
